** CFF ACTIVITIES **
-- CFF RECEIVES DEMAND FROM DEVELOPER'S ATTORNEY - A local developer
has taken exception to CFF reproducing his letters and development plans
on the CFF web page. Although much of the information was widely
distributed to other local organizations and individuals, the developer's
attorney has claimed that CFF actions have "constituted infringement of
his copyright". The developer's attorney has also requested the name
of the person who took the photographs of the property "in order to investigate
whether action is warranted." In an abundance of caution, CFF has
removed one of the developer's letters from the web page, but CFF's comments
and photographs of the property to be developed remain. CFF web page:

-- CFF PRESENTS "VISION" TO FLORENCE CITY CLUB -- CFF Presented
"CFF's Vision for Florence"- Florence City Club, Ocean Dunes Golf Clubhouse,
Florence. CFF was joined by City of Florence Planning Director Sandi
Young in answering questions about the future of Florence. About
60 people attended, a record for the

** FLORENCE AREA **
-- NEW 40-ACRE SILTCOOS CAMPGROUND ORV PARK NEAR DUNES CITY TO BE STUDIED.
Lane County has applied for a grant to conduct a feasibility study on creating
a 40-acre off-road vehicle park just south of Dunes City, near the Dunes
NRA. The grant, from Oregon State Parks, will require matching funds
of $5,250
from Lane County. The State Parks Commission will be finalizing
the funding in June. The park, to be called Siltcoos Campground,
"will be mainly used for ATV recreation". The application indicates that
Lane County plans to "place a caretaker on site to manage and protect the
area. In addition we would hire seasonal workers to help with site

-- IP CONSIDERING GIVING SILTCOOS WATER RIGHTS TO CITY OF FLORENCE?
CFF has obtained correspondence from a State Agency which indicate that
International Paper may be considering giving their water rights (on Siltcoos
Lake south of Florence) to the City of Florence. According to the
State Water Resources
Department, IP's water right certificate will become final about May
12 (90 days after certificate issued). For more information, contact Oregon

-- LAWYERS FIGHTING SALEM ETHICS MEASURE 24-78 - A Salem Political Action
Committee, “Lawyers for Ethical Government” has formed to oppose a May
ballot measure that would increase the ethical requirements
for land use officials. 1000 Friends supports the measure.

-- ENVIRONMENTALISTS AND LOGGERS JOIN TO FIGHT SPRAWL - The Evergreen
Forest Trust, an environmental group who is eager to slow urban sprawl,
has agreed to buy an area of timberland nearly twice the size of nearby
Seattle for $185 million -- and they'll pay for it by letting logging continue.
The unusual deal is one of
many creative financial arrangements conservation groups across the
nation are using to acquire open space, much of it large tracts owned by
timber companies. Bonds will be sold to buy the land, and timber
revenue will pay them off.

-- COASTAL SPRAWL REPORT - The Pew Oceans Commission's new release "Coastal Sprawl: The Effects of Urban Design on Aquatic Ecosystems in the United States," links sprawl to declining coastal health. In his report for the independent Pew Oceans Commission, Dana Beach of the South Carolina Coastal Conservation League details the effects of urban design and land-use practices on aquatic ecosystems in the US. Beach presents new strategies and tools that communities may use to preserve the same ecosystems that attract residents, tourists, and businesses to the coasts. http://www.pewoceans.org/

Transportation - proposes phasing out the gas tax and replacing it with
mileage and pollution-based charges to create new incentives to

-- DLCD RULES ON PART OF FLORENCE COMP PLAN -- On May 2, Oregon Dept.
of Land Conservation and Development issued its Order approving a portion
(public faciliites planning) of the City of Florence comprehensive plan
periodic review. CFF and Florentine Homeowners Association had filed
objections, but DLCD staff determined that the City had complied with legal

-- FLORENCE SDC RESOLUTION -- On May 6, the Florence City Council adopted a resolution calling for amendment to the state statute (ORS 223.229(1) that puts limits on the type of municipal facilities for cities can charge systems development charges (SDC). One of the elements of the resolution states, "inequity can occur when broad-based taxes paid by all residents of a community are used to fund facilities that primarily benefit new development ..." In response, many places are working to make the trip to school safe for children.
