-- Developer Objects to CFF Ideas - A local developer presented
preliminary development plans to CFF and an adjacent gated community (Greentrees),
and requested comments. CFF complied. Unfortunately,the developer
perceived CFF's comments as being "opposed to affordable homes".
To the contrary, CFF encourages in-fill, and pointed out concerns that
should be addressed as part of the planning process, as well as ideas for
improvement in the preliminary design. See developer's response to
CFF's alternative ideas for his proposed 116-lot development.

** CFF ACTIVITIES **
-- PHOTOS OF LOCAL DEVELOPMENT PROPERTY - CFF recently responded to
a local developer's request for comments. Photos of the property, in its
pre-development state, are on CFF's web page. It is apparent why
CFF's first choice would be for the area to become a public park.
This area has long been a source of enjoyment for locals who regularly
walk the area, as evidenced by the well-worn trails. Caution:
CFF has received written notice from the developer that he will file criminal
charges against any CFF "members" who trespass on his property.

-- FLORENCE CONSIDERS FORMATION OF WELLHEAD PROTECTION TASK FORCE -
Florence City Council Agenda Item 4: Consider approval of a resolution
establishing a Well Head Protection Task Force. April 15, 7:00 pm,
Florence City Hall. CFF submitted a draft wellhead plan to the city
in January 2002. The draft was taken from the template plan presented
on Oregon Department of Environmental Quality web site. See

-- OREGON DISPUTES CASINO RULING - Florence - The State of Oregon
is suing the U.S. Department of Interior in hopes of reversing a decision
late last year that allows a casino to be built on tribal land east of
Florence.

-- DEVELOPER OBJECTS TO CORRESPONDENCE ON CFF WEB PAGE - After CFF was
requested to offer comments on preliminary design for a 116-lot development
in Florence, the developer responded with two letters. CFF put those letters
on the CFF web page. On April 14, the developer, "for legal reasons"
indicated his documents were not a matter of public record. CFF has
informed him that if he does not wish to have his correspondence published
on the CFF web page in the future, he should so inform us at the time of
submission.

** OTHER INFO **
-- CITY OF FLORENCE RECEIVES WATER RIGHTS PERMIT -- Florence was granted
water rights for five new wells. Because the water withdrawal from
the dunal aquifer is expected to impact adjacent Munsel Creek, the permit
includes mitigation requrements, among other things, will require the city
divert clarified backwash water from City's water treatment plant to wetlands
adjacent to Munsel Creek. The City also entered into an agreement with

-- DLCD TO REVIEW FLORENCE COMP PLAN UPDATE - In a March 14 letter, the DLCD informed the City of Florence the Director would be reviewing the city's comprehensive plan update, with the understanding that the update "is not complete because Lane County has not co-adopted the proposed UGB amendments." -- MARINE RESERVE HEARINGS - Because less than one percent of Oregon’s ocean is fully protected from human activities, the Audubon Society of Portland, as part of the Ocean Wilderness Network (along with Oregon Shores), is advocating for the establishment of a network of marine reserves in Oregon’s ocean waters. Marine reserves are areas of the ocean that are fully protected from all extractive activities, such as mining, fishing, or dredging. Due to issue a recommendation to the Governor on marine reserves in August, the Ocean Policy Advisory Council (OPAC) will be hosting a series of public hearings around the state to get input from the public on this issue. -- STATE PARKS OCEAN SHORE MANAGEMENT HEARINGS -- OPRD Department is planning for its Ocean Shore jurisdiction. The first plan is a comprehensive look at all of OPRD¹s regulatory and management responsibilities for the Ocean Shore. The second plan is a formal Habitat Conservation Plan for the Western Snowy Plover, a threatened shore bird. There will be one Steering Committee for both plans, and both will be discussed at each round of public meetings (4/30 Gold Beach, 5/1 Coos Bay, 5/2 Florence, 5/6 Agate Beach, 5/7 Tillamook, 5/8 Seaside, 5/16 Portland).
