-- CFF TO PRESENT "VISION" TO FLORENCE DEMOCRATIC CLUB - Noon, Windward Inn, Florence. CFF Directors Jan Cole and Kathleen Sullivan, and others, will present CFF's "Vision for Florence."
-- BLM TELLS FLORENCE TO CHOOSE OAK STREET CONSTRUCTION OPTIONS -- In August 2001, the City of Florence filed an application for a right-of-way across BLM land (Cannery Dune behind Fred Meyer) for the construction of Oak Street. According to a January 9, 2002 letter from BLM, Florence must decide whether to continue with the right-of-way application which would involve an environmental assessment review and public comment - OR - withdraw the BLM application and negotiate with Fred Meyer Stores for excavatoin and rearrangement of the Dune, as Fred Meyer holds an easement for this purpose. As of last week, the City of Florence had not responded to the BLM's letter. According to City documents, the City may lose it's matching grant if the project is not completed by November 2002. -- UGB EXPANSION FOILED AGAIN - Friends of Linn County won its 10th straight victory at the Land Use Board of Appeals without a loss last week when LUBA remanded an expansion of the Harrisburg UGB. In its opinion LUBA concluded, "The county's decision does not justify the approved expansion of the UGB. Given the amount of vacant land and redevelopable land that is already included in the UGB, it seems highly unlikely that the county could show that the disputed property is needed." http://luba.state.or.us/pdf/2002/feb02/feb02.htm

-- EPA LACKED RESEARCH BEFORE ALLOWING SEWAGE SLUDGE USE AS FERTILIZER
- According to article in Coos Bay World newspaper, Today, more than 4
million tons of recycled wastewater sewage are spread on rural and suburban
properties across America each year, but an internal federal investigation
has found the government has done too little research to ensure humans
are safe form the viruses, bacteria and toxins that are contained in the
sludge. The harmful substances can include salmonella, typhoid, dysentery,

-- IMPACTS OF LARGE FOOTPRINT RETAIL DEVELOPMENT ON FLORENCE COMMERCIAL
PROPERTY VALUES -- For every action, there is a reaction. The development
of a large retail complex in a small city cannot help but have an
effect on local residents, businesses and property owners. Until
now, there has been no documentation of those effects on Florence since
the construction of the Fred Meyer retail complex in 1998-99. The
City of Florence recently hired an appraisal firm to determine the value
of property which the city was "taking" in order to extend Oak Street from
37th Street to the southern entrance to the Fred Meyer retail complex.
As part of that appraisal, the City's appraisers conducted an analysis
of comparable commercial land sales and listings in the area.

report from the Brookings Institution confirms what Oregon growth

-- WATER BOARD SUED FOR IGNORING PESTICIDE DISCHARGES FROM AGRICULTURE -- Earthjustice filed suit on behalf of WaterKeepers Northern California and the California Public Interest Research Group (CALPIRG) against the Central Valley Regional Water Quality Control Board seeking first-ever controls on agricultural discharges to Central Valley waterways. The suit was filed in Sacramento Superior Court and seeks the revocation of a 20 year old waiver issued by the Board which exempts irrigation return flows and farm runoff from compliance with the state's clean water act. http://www.citizensforflorence.com/News/arch-0202.html
