** CFF ACTIVITIES **
-- ANNUAL REPORT OUT SOON - Every year, CFF produces an annual report to let our supporters know what we've accomplished during the year. The 2002 Report should be out by mid-December. See previous annual reports.
-- FLORENCE APPLIES FOR RIGHT OF WAY ON CANNERY DUNE - The City of Florence is proposing the northward extension of Oak Street to the property boundary with Fred Meyers and then east to connect with Highway 101. An application for right of way has been received by theBureau of Land Management, the government entity which owns the Cannery Dune. Scoping for issues is underway for the Envrionmental Assessment planned to be available for public review and comment by February 2002. For more information, contact Dave Schroeder (683-6482). CFF opposes the City building a road across the dune, which would also require considerable stabilization and hasten the death of the dune. Also see: Cannery Dune

-- CENTRAL LINCOLN PUD BOARD VOTES RAISE - Hard to believe in these financially uncertain times, but the PUD Board quietly voted itself raises - keep in mind, these are elected, voluntary positions. The Board meets twice a month. http://www.citizensforflorence.com/News/arch-0111.html
-- VOICE YOUR OPINION - LCDC SURVEY - The Land Conservation and Development Commission (LCDC), which governs our planning program, is updating its strategic plan to establish priorities, strategies and performance measures for 2001-03. The strategic plan will also identify longer-term objectives.
To help the Commission decide on priorities at their December 13-14
meeting, DLCD is asking people to fill out a survey. The survey results
will help the commission focus on the key policy issues for the land use
planning program.
In order to be included in the materials for the December commission
meeting, they need to receive your completed survey by Monday, December
3, 2001. PLEASE print out and send in at least the first two pages of the
survey BY FRIDAY, NOV 30th. Download a survey at: http://www.lcd.state.or.us/StratPlanning.htm
The latter pages of the survey provide an opportunity to advocate for strong citizen involvement rules (Goal 1) and other parts of the program that need improvement, such as housing (Goal 10) and natural resources (Goal 5). -- ANNUAL REPORT 2001 - Every year, CFF issues its annual report. It's been a very busy year!
-- FLORENCE COMP PLAN DUE JAN. 7, 2002. City staff expects the City Council will be taking their final vote on the Comp Plan on January 14. The draft should be ready for public review by Jan. 7. Check with Planning Dept. for more info - 997-8237. Also see CFF's comments on the latest version.

-- NEW GROWTH REPORT DUE IN 2002. The draft copy of Eben Fodor's report "Assessment of Statewide Growth Subsidies in Oregon" is now in the hands of reviewers and the final report will be out in January 2002. According to AGO, growth subsidies include: free or below-cost infrastructure to serve new development, certain economic development programs and tax incentives aimed at stimulating economic growth, below-cost planning, and development services for growth, unmet infrastructure needs, etc. The report will also be available on Alternatives to Growth Oregon (AGO) website: Also check out the summary of Fodor's previous report, "The Cost of Growth in Oregon"
-- CITIZENS GUIDE TO ENFORCEMENT ORDERS - Oregon’s landmark land use laws rely on citizen involvement and monitoring for their effectiveness. Sometimes, citizens must reign in local governments that fail to follow the law – governments that systematically flaunt the voter-approved statewide planning laws. Citizen initiated enforcement orders are a rare but important way citizens ensure our land use system continues to serve the community.
“Initiating Enforcement Order Proceedings for Local Government: A Citizen’s Guide,” 1000 Friends’ 36-page manual on the subject, explains what enforcement orders are, when to file them, how to build the record, how to talk to the media about them, and how to ensure successful enforcement orders are followed. It also includes the administrative rules and statutes that govern the process, and gives a couple of examples of successful enforcement orders.
