    A motion to approve the minutes of the May 2, 2000 as written was approved unanimously.

    The meeting was not taped.

    The meeting started with a discussion of a trip report of a Jan. 26 2000 meeting which included the City of Florence, COE, DSL, Brown & Caldwell, and Pacific Habitat Services.  The essence of the meeting was that each of our storm water projects appeared to be permitable by each of the participants.  Each project will have to be submitted for review and approval on a case-by-case basis.

    Joyce Phillips introduced two letters, re: Willow Dunes.

    The Committee then applied the ranking criteria previously developed to each of the five primary projects.  Each member performed an independent evaluation.  The rating sheets were turned in to Public Works Director Lanfear.  The composite rankings resulted from this approach were:

    1. Florence Central Region, Project A
    2. Florence Northeast Region, Project A
    3. Florence Southeast Region, Project A
    4. Florence Southwest Region, Project A
    5. Florence Northwest Region, Project A

    The Committee then reviewed the Brown & Caldwell Technical Memorandum of March 13, 2000.  A page by page review was made with many changes being suggested.

    Much discussion was conducted on our ability to enforce the new storm water ordinance.  Ken Lanfear suggested that the wording would have to be cleared by the City Attorney.  There was also discussion on our ability to develop some kind of "Buyer Beware" information system regarding vacant land.  The State disclosure laws apparently do not include vacant land.  Ken Lanfear suggested that the wording would have to be cleaared by the City Attorney.

    There were four guests in attendance.  There was no public comment.

    The next meeting was scheduled for June 28, 2000 at 7:00 p.m. at City Hall.

    The meeting was adjourned at 9:50 p.m.
