Minutes
1. Meeting was called to Order at 7:06 pm by Chair. Nine members constituted a quorum.
2. Ken Lanfear reported the COF Council approved $5,000 additional for the Public Information Plan to be spent at the discretion of the SAC.
3. SAC reviewed the Consultant Proposal. Members questioned the presentation of Original Scope of Work vs. Proposed Supplemental Scope of Work. It was noted that SAC does not have the Consultant Budget for the Original Scope. Ken Lanfear recalled the PIP budget was approximately $15,000. It was noted that the Speakers Bureau and Media Relations tasks was (sic) become a SAC responsibility if the proposal were accepted. A motion to accept the Proposed Supplemental Scope of Work and budget was seconded and adopted unanimously.
4. A discussion of the SAC work now required to implement the Speakers Bureau and Media Relations followed. SAC members expressed confidence in their ability to complete the work and agreed to form subcommittees later to accomplish these tasks.
5. A discussion of the Proposed Supplemental Scope of Work and the PIP schedule followed. It was noted that the first newsletter should be distributed immediately after the joint Council, Planning Commission, TAC and SAC Town Hall meeting planned for early October. It was also noted that the public education packet needed to ready for the March/April public workshop. Timing for the water bill stuffer was discussed, with a SAC conclusion that the present billing format would make this task impractical. SAC members then reconsidered the water bill stuffer task proposed by the consultants, concluding the funds might be better applied to the newsletter task or educational packet.
6. On a motion to reconsider and second, the SAC reconsidered the acceptance of the Proposed Supplemental Scope of Work. If (sic) failed. The SAC directed Ken Lanfear to inform the Council and consultants that the funds would (be) reserved for future allocation by the SAC. The consultants will be asked to provide examples of educational packet materials and newsletters before the budget is allocated.
