1. Meeting begun at 7:00 p.m. by Tom Kartrude, Chair.
2. Several changes were made to the August meeting minutes.
A public participant had been
identified incorrectly as Tom Boggio. His last name should have
been spelled Bogyo. Dick Walker requested the final bullet on page
1 of the minutes be changed to reflect his actual statement which was that
Florentine Estates would be “...worse off if one of the culverts became
un-choked,” rather than choked. The August meeting minutes were approved
as amended.
3. During open discussion by Committee members, a motion was made and accepted to swap the order of agenda items #4 (Review Public Comments Received at Information Centers) and #5 (Review Changes to the ‘Drainage Problem’ Map).
5. General discussion focused on perceived inaccuracies of the
“Drainage Problem” map.
Various members expressed concern over missing data. Tom Kartrude
pointed out that the map provided by Brown and Caldwell for this meeting
was not intended as a final work product, but rather to add an easier-to-see,
blue-wash overlay to the problem areas identified to date.
Bob Friedman was concerned the consultant team was not producing expected work products. Ken Lanfear responded that the consultants are providing work materials according to a level of detail and time line agreed upon in their contract with the City. He added that the City does not have sufficient funding to provide a stormwater analysis based on individual lots. He said the final plan would show water flow directions within neighborhoods and give suggestions for addressing problems.
Bud Meyers said the Committee needs to address individual backyards to maintain credibility with the public. A motion was made to hold a “drainage map” workshop which would allow Committee members to identify problem areas abased on their collective knowledge. The results of that process would then be forwarded to the consultants for use in future work products. Kartrude and Lanfear suggested the Committee meet Tuesday, September 07, 1999 at Ken Lanfear’s office to perform said task. Committee members agreed to participate either at that meeting or to individually drop by Lanfear’s office as schedules allow.
4. Kartrude reported 9 responses/comments received at the two public “Information Centers.” Each comment was read aloud by a member of the committee. An additional 40 comment slips were missing. Lanfear said this could mean more responses would be coming in at a later date.
Friedman said he was disappointed by the response rate, and felt the public involvement strategy was failing. Rob Ward said he did not consider the effort a failure, nine responses being better than none. Other members suggested the low response rate could be a result of the subject matter, timing in the planning [process and/or venue. Ray Street said residents of Greentrees had been performing repairs on their own yards which could have led others to believe the City was already taking care of the problem. Thus, people may have thought it unnecessary to submit comments. Most Committee members felt the public involvement plan was intended to begin with distribution of the newsletter in mid-September.
Kartrude read a letter sent to him at the Port office regarding flood concerns and including additional information that could be useful to the project. He said he would forward the information to the consultants.
Don Darby encouraged the Committee to make sure all pertinent information had been collected prior to holding the Public Workshop. Rob Ward added that the information to be presented must necessarily be accurate to maintain public confidence in the process.
Dick Walker said it would benefit the Committee to know the consultant time line. This would help avoid misinterpretations regarding due dates for work products and ensure a knowledgeable and productive Committee. Dave Franzen reiterated the need for the Committee to get together and identify problem areas on the flood map and forward the information to the consultants. Lanfear concurred, and reminded members to visit his office.
6. Committee review of a preliminary mock-up of the “Stormwater Update” newsletter resulted in several changes. For the most part, changes reflected the Committee’s desire to incorporate and encourage public comment and other feedback throughout the planning process. A new title graphic was added and the schedule of events was streamlined to reflect opportunities for public participation rather than consultant deadlines. Members requested that the stated purposes of the stormwater plan be transferred from page 2 and placed prominently within the title article on page 1. Members felt people would identify more readily with the process if they could easily understand the intended results.
7. The following schedule of events was confirmed.

Next Advisory Committee Meeting: Wednesday, October 13, 7:00 p.m.
Public Workshop: Thursday, December 9, 7:00 p.m.
8. One public comment was made requesting incorporation of wetlands
maps into the
consultants’ data set. The maps reportedly contain information
about wetlands within a 20-acre vicinity in and around the Munsel area.
The maps’ whereabouts are presently unknown, but Kartrude said the Committee
would certainly consider them if found. A list of public participants
(sign in sheet) is available upon request.
9. Kartrude closed the meeting at 9:20 p.m.
