January 26, 1999 - Oregon Shores Conservation Coalition announces settlement
with City of
Florence. Limited sewer hookup moratorium (3 developments only) and
payment of $70,000 to OSCC for attorney fees. See News

August 15, 1998: Federal Judge Coffin ordered a two-day hearing to be held on October 14 and 15, 1998. The subject of the hearing will be the OSCC request for a sewer hook-up moratorium. Also see: OSCC Article .
August 14, 1998: The Oregon Shores Conservation Coalition filed a motion
in Federal Court
requesting the City of Florence be held liable for violations of the
Clean Water Act ("statutory
maximum liability for civil penalties exceeds $30 million") and requesting
the court order a
moratorium on all new sewer hook-ups until the new sewage treatment
plant is completed. Hearing will be held on September 14 at Federal Court,

City's Response to Sewer Moratorium Threat)
October 25, 1997: The Oregon Shores Conservation Coalition filed suit
in federal court that, if
successful, could result in a moratorium on new construction. The lawsuit
alleges the city violated the Clean Water Act by allowing raw and partially
treated sewage to seep into the Siuslaw River. The suit claims the City
violated federal and state laws more than 175 times since 1994. The lawsuit
cites statutes that allow up to a $27,000 fine for each violation. Source:
