    Summary of Discussion Items:

    1.   Jerry Foy said that the proposed Fred Meyer Florence project is considered a real project.  Fred Meyer’s Board of Directors will meet in early September and are expected to approve construction.  If approved, site work could begin as soon as mid-September.  Construction  bids were received for site work and agree favorably with estimates.

    2.   As a result of new information and agency requirements, a few minor changes to the plans
    are proposed and were described by Doreen Gavin and Jerry Foy.

    3.   The Oregon Department of Ecology (DEQ) requested that the loading area be partially
    covered and that drains at the docks be directed to a dead-end sump.  An 8-foot overhang is
    proposed at each dock.  Trench drains would be connected to a 2,000-gallon holding tank.
    Catch basins immediately upslope from the trench drain will pick up and intercept rainwater.

    4.   According to Barbara Priest at EPA, with this revision the project site complies with
    Oregon’s rules governing injection wells.

    5.   The proposed public road will end at the westerly Fred Meyer driveway with public access to the dune available.  The end of the road will meet truck turning radii.  The additional 30 feet at the end of the road will be graded to the top of the dune.  This grade revision eliminates a vertical wall at the west end of the road and keeps grading activity on either BLM or Fred Meyer property.

    6.   A survey was recently completed for the bid documents.  The new information indicated that 20,000 cy more of sand is on the site now than when the original survey was obtained.  Therefore, Fred Meyer proposed to use the available material to raise the building and  parking lot 1.5 feet.

    7.   The stormwater infiltration system would also be raised to provide an invert elevation of 85 feet.  This provides an additional 1.5 feet of separation from groundwater.  The proposed infiltration bottom will be higher than the required elevation of 83.5.

    8.   Ken Lanfear said that the sewage treatment plant is ahead of schedule and should be (word blanked out in original) completed by August 2000.

    9.   Revisions to the elevation of the site and stormwater system should be recorded through an as-built survey.  The survey will be submitted to the City as both a full size drawing and an electronic file.  The as-built drawing should also denote any field construction changes to  utilities.

    10.  Sandi would like a guarantee from Fred Meyer that the public road will be built once
    construction begins and completed prior to certificate of occupancy.  It was agreed that Fred
    Meyer would provide the City a copy of the construction contract, which lists the public road
    as part of the scope.  Also, a copy of the construction schedule will be provided.  The
    schedule shall list a milestone date for the public road construction, and the date shall be prior to occupancy.

    11.  The minor partition will be sufficient to dedicate the road right-of-way to Florence.

    12.  The City will furnish the name of the public road to be constructed along the Fred Meyer
    southern property.

    13.  A copy of the plan sheets showing the revisions discussed above is enclosed.
