RE: Zoning Designations
During the public testimony before the LCPC (Lane County Planning Commission)
and FPC (Florence Planning Commission) last night, there was some
confusion on the issue of zoning for the parcels in the vicinity of North
Fork Siuslaw Road and Munsel Creek Road that was being proposed by the City
of Florence for expansion of the Florence UGB (Urban Growth Boundary).
The attached materials include:
five Official Zoning Plots (No. 021, 022, 023, 029, 030);
two Official Coastal Overlay Zoning Plots (No. 023 and 030);
a composite of four of the Zoning Plots; and
a composite of A&T parcel maps with the base zoning designations.
Portions of lands located east of North Fork Siuslaw Road are included in
four base zones of the Lane County Rural Comprehensive Plan: Impacted
Forest Lands (F2), Rural Residential (RR5, RR5/H), Heavy Industrial (M3/H),
and Natural Estuary (NE). Any proposed inclusion of lands east of North
Fork Siuslaw Road will require that the City of Florence amend the Lane County
Rural Comprehensive Plan, amend the City of Florence Comprehensive Plan,
and adopt zoning designations under Lane Code Chapter 10 Small Cities
Urban Growth Boundary in their CP (Comprehensive Plan).
Portions of the lands east of North Fork Siuslaw Road are also subject to
Shorelands Management Units in the Lane County Coastal Resources Management
Plan: Natural Resources Conservation Combining Zone/NRC, and Beaches &
Dunes Combining Zone BD. Any proposed inclusion of lands east of North
Fork Siuslaw Road will require that the City of Florence amend the Lane County
Coastal Resource Management Plan and adopt Coastal Combining Overlays in
their Comprehensive Plan at the time of amendment to the UGB.
Portions of the lands are also subject to Estuary Management Units in the
Lane County Coastal Resource Management Plan: Natural Area. Any
proposed inclusion of lands east of North Fork Siuslaw Road will require
that the City of Florence amend the Lane County Coastal Resource Management
Plan and adopt Coastal Combining Overlays in their Comprehensive Plan at
the time of amendment to the UGB.
One of the properties east of North Fork Siuslaw Road also has a "Historical"
designation in the Lane County Historical Working Paper inventory and is
identified as "M3/H" on Zoning Plot #030. One of the RR5 properties
west of North Fork Siuslaw Road is designated as "Historical" in the same
inventory and designated "RR5/H"
