Ordinarily, the public will attend a public hearing in order to offer testimony
to the presiding body. In this case, though, there are so many questions
which are as yet unanswered, that we are requesting the Planning Commission
not only consider the following questions, but instruct City staff to provide
answers to them during the hearing. The issues surrounding the UGB
expansion
are very complex, and having staff respond to these questions would enable
the public to better understand the issues faced by the Planning Commission.
The following questions relate only to the area inside the proposed UGB expansion
area.
Physical Data:
1. How many homes and businesses are
there?
2. How many homes and businesses would
be allowed if the area were annexed into the city?
Public Services:
3. How many requests for annexation
has the City received?
Local Improvement Districts:
City staff have indicated that Local Improvement Districts (LID) would be
formed to pay for city services upon annexation.
4. How much would it cost one home if
a LID were formed for maintenance of Munsel Lake Road?
5. How much would it cost one home if
a LID were formed for maintenance of North Fork Road?
6. What is the Hatch Tract lineal footage
along North Fork Road?
7. What would be the Hatch Tract percentage
of participation in a North Fork Road LID, if it were not tribal land?
Annexation:
One reason for an Urban Growth Boundary is to identify lands which are planned
for future annexation into the city.
8. If homes are annexed (after inclusion
in the UGB), will they be required to hook up and pay for water and sewer?
9. How much would it cost for
one existing home to hook up to sewer and water, if it were annexed into
the city?
10. How much would it cost one $150,000 existing
home for new (city related) property taxes if it were annexed into the city?
Existing City Services Capacity:
11. How much water per day (peak usage in
summer) would a casino complex with a 100-room hotel, two restaurants, two
gift shops and a 1,000 seat entertainment center be expected to use?
12. How much water per day (peak usage in
summer) would be needed if all property were annexed and developed to maximum
level under City residential codes?
13. How much water per day (peak usage in
summer) would be needed if all property were annexed and developed to maximum
level under City commercial codes?
Water and Sewer Facilities Plan
The City’s Water Facilities Plan has a certain time-line for construction
of a $12 million treatment plant.
14. If this property is annexed within the
next 2 years, when will the $12 million treatment plant have to be constructed?
15. How would the city obtain funds to extend
water and sewer out to the UGB area?
16. How will the City enforce any agreements
regarding provision of city services it may reach with the Tribes, who consider
themselves a sovereign nation and exempt from city, county and state regulation?
City Budget
17. What would happen to the City’s budget
if it were to pay for extension of the water and sewer lines to the Hatch
Tract, but the Tribe could not pay after the lines were already in?
18. Does the City’s 2003-04 budget contain
provision for funding for extension of water and sewer lines to the UGB area?
19. Does the City’s 2003-04 budget contain
provision for funding for maintenance of Munsel Lake Road?
20. Does the City’s 2003-04 budget contain
provision for funding for maintenance of North Fork Road?
The following questions relate to areas not included in the UGB, but which
- when combined with the expected expansion - have direct impact on City
operations.
What would be the expected peak day usage of water for the following areas,
if each were inside city limits and fully developed to the extent allowed
by existing city code?
28. What is the cost (uncollected revenues)
for the conditions which will be associated with the purchase of property
from Mr. Keubler regarding provision of water and sewer services to his “holdings”-
when all 125 acres are annexed and were fully developed to the extent allowed
by existing city code.
“Mr. Kuebler offered to sell the needed property to the City for $84,600.
He also asked for
assurances that no future “annexation fees” would be
imposed on his holdings
and also for assurances that water and wastewater
treatment services
would be made available when his site is ready for
