This draft letter is provided for the convenience of those wishing to submit testimony to the Florence Planning Commission and Lane County Planning Commission.  You can revise the comments to address your particular concerns.

Written Comments will be accepted until April 17, 2003.

Proposed Urban Growth Boundary Expansion
   
The City should not expand the UGB until further analysis of the actual impact on Florence is conducted.  If the demand on our water supply increases, we will be forced to build the $12 million water treatment plant many years sooner than was anticipated when the City developed their Water Facilities Plan.  Our sewer plant will have to be upgraded many years sooner than planned due to increased demand.  Before any expansion of the UGB, the City should analyze the impact on our Water and Sewer Facilities Plans, and clearly demonstrate what that impact will be - before we extend the UGB.

City Transportation System Plan

The Transportation System Plan does not provide for the increased demand on our roads on the magnitude a proposed gambling facility would produce - other than the construction of a bypass along 18th Street from Hwy. 101 to North Fork Road.  The Transportation System Plan should be updated to include the possibility of a gambling casino at the edge of town concurrent with this UGB revision.
 
Public Notice
 
The UGB expansion proposed is not the same expansion that was proposed during previous public hearings.  People who attended meetings or reviewed the previous documents will assume that there are no changes, and will not be aware  that their properties could be adversely affected by these new changes.  Therefore, each person living and/or owning property on 18th Street should receive written notice that the UGB expansion includes provisions in the Transportation System Plan that could require a major thoroughfare to go through their neighborhood.  

Each person living and/or owning property along the North Fork Road and Munsel Lake Road should receive written notice that the City intends to extend the UGB, and what the financial implications to the property owners will be - including possible Improvement District formation to pay for water and sewer line extensions, road maintenance, probability of future annexation into city, etc.
