         RE:  Objections -  City of Florence Comprehensive Plan Periodic Review

    Dear Sir:

    Enclosed are the objections which Citizens For Florence is submitting to your office.

    Citizens For Florence participated in the City’s periodic review by submitting written
    testimony, as well as oral testimony at the Planning Commission level and at the City
    Council hearing level on the following dates:  5/22/00, 6/1/00, 6/5/00, 6/6/00, 6/8/00, 6/15/00, 6/19/00, 8/3/00, 8/30/00, 3/13/01, 3/23/00, and 11/6/01.

    Attached are our objections to the various sections of the comprehensive plan adopted under
    the relevant work tasks.

    Regarding Task 3, Coordination Agreements, it should be noted that the City of Florence
    terminated its intergovernmental agreement with Heceta Water District on April 3, 2001, and
    no new agreement has been proposed.

    Also, the City Council arbitrarily, and without any public comment or review, proposes to
    expand the UGB to include certain lands to accommodate a proposed Indian casino, as well as other neighboring parcels.  Please let me know as soon as possible if this action must be
    appealed directly to LUBA, as opposed to being contained in these objections.

    Comprehensive Plan.

    1.   Proposal: Videotaping of City Council meetings
    2.   Proposal: Formation of Committee for Citizen Involvement

    1.   Proposal: Implementation ordinances and schedules for adoption of various plans, standards, analyses, and codes must be a policy
    2.   Proposal: Development of methodology re: exceeding capacity of infrastructure must be Policy

    2.  Proposal: Preparation of  Residential Land Analysis prior to expansion of UGB

    1.   Proposal: Add Neighborhood Node concept to Background

    1.   Proposal:  Develop incentive program(s) for redevelopment of older commercial areas within the city limits
    2.   Proposal:  Complete a market analysis of the need for more big-box commercial stores in Florence
    3.   Proposal:  Protect existing residential areas from encroachment of land uses with characteristics that are distinctly incompatible with a residential environment
    4.   Proposal: Don’t add to existing commercial land inventory
    Industrial - Service Industrial
    1.   Proposal:  Prevent further northward commercial sprawl along Hwy 101

    1.   Proposal: Creation of four Neighborhood Nodes
    Land Use Plan - North Commercial Node
    1.   Proposal: Revise description of North Commercial Node
    Goal 5: Natural Resources, Scenic and Historic Areas, and Open Spaces
    C. Groundwater Resources
    1. Proposal: Stormwater Management Plan must be implemented before year 2002
    2.   Proposal: Adoption of Wellhead Protection Zone before end of year 2002
    D.  Beaches and Dunes
    1.   Proposal: Protect existing public lands open dunes
    2.   Proposal: Develop Dune Transition Plan to maximize life span of Cannery Dune
    G.  Mineral and Aggregate Uses
    1.   Proposal: Policy 3. Must have implementing language, “shall”
    2.   Proposal: Spot Zoning Should Not be Included in Plan
    Goal 6: Air, Water and Land Resources Quality

    1.  Proposal: Delete paragraph 3 - unsupported by evidence on record
    2.  Proposal: Provide Needs Analysis based on data currently available

    A. Wastewater Collection and Treatment
    1.  Proposal: Evaluation of wastewater treatment system operation  should be Policy
    B. Water System Supplies and Needs
    1.   Proposal: Adoption of Wellhead Protection Plan should be Policy
    2.   Proposal: Recommendation 4. should be Policy, with additional language requiring wellhead protection
    3.   Proposal: Wellhead Protection should be Policy, with additional language providing higher level of protection than state and federal standards.
    4. Proposal: Adequate water facilities must be available prior to annexation
    5. Proposal: Evaluation of water supply system should be a Policy
    C. Stormwater Management
    1.   Proposal: Stormwater Management Plan must be implemented before end of year 2002
    2.   Proposal: Development should not take place in areas not addressed in Stormwater Plan, particularly area north of Munsel Lake Road
    D. Parks, Recreation and Open Space
    1.   Proposal: Conduct a Needs Analysis and Adopt  Implementing Measures for Park Lands
    Goal 12: Transportation
    B. North Florence - Oak Street North Extension
    1.   Proposal: Study development of Oak Street from Heceta East Neighborhood  node south to Munsel Lake Road in next planning cycle
    2.   Proposal: Do not extend Oak Street next to Cannery Dune
    C. Pacific View Industrial / Business Park Area
    1.   Proposal: Encourage use of Kingwood Street as alternate north/south route for local traffic instead of Oak Street (21st through 35th)
    D.   Hwy 101 - Other Improvements
    1.   Proposal: Do not open the Oak Street  extension between 15th and 20th
    I.   Bicycle Plan Improvements
    1.   Proposal: Connect Neighborhood Nodes with pedestrian/bike trail
    J.  Pedestrian Improvements
    1.   Proposal: Develop public access to Cannery Dune at end of 46th Street via easement previously granted by Fred Meyer
    Section 1 - Introduction
    1.   Proposal: Use accurate population figures for assumptions
    2.   Proposal: Include currently available data
    Goal 13: Energy Conservation
