1. Proposal: Study development of Oak Street from Heceta East Neighborhood node south to Munsel Lake Road in next planning cycle
Rationale: In conjunction with adoption of the neighborhood node concept, transportation plans for servicing those areas, while discouraging local use of Hwy 101 for local travel, should be included in the plan.
Suggested Language: 1. Oak Street is proposed to be extended from [its current terminus at 37th Street to] the west extension of Munsel Lake Road [within the North Commercial Zoning District, and then further] to the north [abutting the proposed Limited Industrial/Commercial District] to Heceta Beach Road. An appropriate study of the feasibility of this project should be completed prior to the next planning period.
2. Proposal: Do not extend Oak Street next to Cannery Dune
Rationale: Development of Oak Street on the leading edge of the Cannery Dune would: be prohibitively expensive due to the necessary stabilization of the last open dune inside the city limits; require the City to assume management of the 40-acre Cannery Dune; encourage more cross traffic from Munsel Lake Road which would hasten signalization, encourage more commercial development on Hwy 101, and would exacerbate the sand blowing problem. The street should not be extended in this area until after adoption of the Dune Transition Plan.

1. Proposal: Encourage use of Kingwood Street as alternate north/south route for local traffic instead of Oak Street (21st through 35th)
Rationale: Kingwood is substantially complete, and is already serving as an alternate north/south route for local traffic from 9th Street to 35th.
Suggested Language: Page 104, 3. Kingwood Street Improvements - Use of Kingwood Street will be encouraged for use as an alternate north/south route for local traffic.
D. Hwy 101 - Other Improvements

1. Proposal: Do not open the Oak Street extension between 15th and 20th
Rationale: Opening of this section of Oak Street would increase traffic in front of the largest park in Florence, eliminate a well-used and safe walking/biking path next to the park, the primary, elementary, and high school, and Lane Community College, as well as disrupt a distinctly low traffic, residential area.
Suggested Language: Page 105, Delete: 1. Oak Street connection (15th to 20th Street).
I. Bicycle Plan Improvements

1. Proposal: Connect Neighborhood Nodes with pedestrian/bike trail
Rationale: Neighborhood Node zoning provides for integration with the City’s Bicycle Plan.
Suggested Language: Page 108, 6. Modify Bicycle Plan Improvements to ensure continuity and connection to future neighborhood nodes.
J. Pedestrian Improvements

1. Proposal: Develop public access to Cannery Dune at end of 46th Street via easement previously granted by Fred Meyer
Rationale: Fred Meyer has granted a pedestrian easement from the southwest corner of their property to the publicly owned Cannery Dune. Citizens For Florence has obtained permission for construction of an interpretive sign and parking space on Fred Meyer property adjacent to the public easement.
Suggested Language: 7. Develop Pedestrian Public Access to Cannery Dune from Fred Meyer easement.
Section 1 - Introduction
Pages 113
1. Proposal: Use accurate population figures for assumptions
Rationale: The Planning Assumptions are outdated and/or incorrect: The base year for population used is 1998 instead of 2000; The projected population for 2020 is inaccurate and inconsistent with that provided in the Population section of the plan; The plan indicates there are more detailed population, employment projections, and job to vacant land allocations in Appendix 2, but the list of appendices conflicting data and projections. The same 2000 Census quoted in the Planning Assumptions (page 113) of the Transportation Plan also contains other useful information which should be used in the Planning Assumptions. The Census data presented on page 7 provides more accurate data, and should be used here as well.
Suggested Language: Page 113, Planning Assumptions - Revise text and Plan to reflect currently available data.
2. Proposal: Include currently available data
Rationale: The same 2000 Census quoted in paragraph 2 also contains other useful information which should be used in the Planning Assumptions. Also see comments on Chapter 10 - Housing Needs.
Suggested Language: Add appropriate information from 2000 Census data.
