    1. Proposal: Change Title from Housing Opportunities to Housing Needs

    Rationale: State Goal 10 specifically states the goal is for housing needs, not “opportunities and conditions” to meet those needs.

    Suggested Language: Page 79, Goal - To provide [the opportunities and conditions to meet housing needs within the City of Florence and the Urban Service Area.] for the housing needs of citizens of the City of Florence.

    Page 80

    1.   Proposal: Delete paragraph 3 - unsupported by evidence on record

    ?Rationale: This paragraph is inappropriate.  There is no evidence in the record supporting
    this statement, much less the conclusion reached that the City is “rapidly approaching
    buildout”.  Absent a current Residential Lands Analysis, the City has no information on
    the status of the available housing.  The ability of a community to meet housing needs
    is not contingent on the availability of undeveloped land.   For example, single family
    dwelling listings (for sale) in September 1999 totaled 360, and in  September 2001
    totaled 378.   (Document 10-2) According to the 2000 U.S. Census, housing units totaled
    4,174, and vacant housing  units totaled 610, or 14.6% of total units; in 2000, the rental
    vacancy rate was 11.0%. (See Document 10-1)

    Suggested Language: Page 80, Background,  Delete paragraph 3.

    2.   Proposal: Provide Needs Analysis based on data currently available Rationale: There is no current Needs Analysis for housing, although that data is readily available. There is no evidence that the current supply of residential lands is insufficient for the planning period.

    Suggested Language: Page 80, Background - Revise text to reflect current data and analysis of need.  Add Table: Information provided by the U.S. Census Bureau.
