    Policies
    1. Proposal: City must show sufficient water supplies are available before annexation
    2.   Proposal: Require up-to-date needs analysis prior to expansion of UGB
    3.   Proposal: Require up-to-date review of Stormwater Management Plan prior to approval of Annexations or UGB Expansion


    Policies

    1. Proposal: City must show sufficient water supplies are available before annexation

    Rationale: Future residents must be assured of the availability of sufficient water supplies to service proposed annexations, and existing residents must be informed of the possible impacts on their existing water system when annexations are proposed.

    Suggested Language: Page 183, Policies [Recommendation] 4. The City  [and Heceta Water District must negotiate an agreement for the provision of water following] shall demonstrate it has necessary supplies and/or agreements in place for the provision of water prior to approval of any annexation.
     

    2.   Proposal: Require up-to-date needs analysis prior to expansion of UGB

    Rationale:  The City intends to prepare a current Residential Land Use Analysis immediately following adoption of the 2020 Comprehensive Plan and may propose post- acknowledgment Plan amendments.  Expansion of the Urban Growth Boundary before this inventory is completed is an inefficient use of taxpayer funds, and does not comply with the State Land Use Goals.

    Suggested Language: Page 183, Policies - 5.  If the most recent Land Use Analyses are more than two years old, the City shall prepare an updated Analysis, relating to theproposed zoning, prior to proposing expansion of the existing Urban Growth Boundary.

    3.   Proposal: Require up-to-date review of Stormwater Management Plan prior to approval of Annexations or UGB Expansion
     
    Rationale: Many of the acres proposed for annexation and or expansion of the UGB contain considerable stormwater runoff retention sites.  However, the current Stormwater Management Plan does not address these areas.  If development occurs prior to revision of the Stormwater Management Plan, neighboring (downstream) properties could be damaged by flooding caused by the resultant stormwater runoff.
     
    Suggested Language: Policies - 6. The Stormwater Management Plan shall be updated,if necessary, to provide for management of stormwater for any proposed annexation or UGB expansion, prior to approval of annexation or expansion.
