Dear Mr. Ziemer:
In response to your public records request for access to relevant data used by the Planning Commission to draft the Transportation System Plan, I will provide a brief history of the documents used and available for public inspection at City Hall.
A copy of the City of Florence Transportation System Plan developed by Kitteleson & Associates, Inc in October 1995 was the original Transportation System Plan and the reference for transportation planning for the city since it was completed. This plan is available for public review at Florence City Hall.
A report on the traffic impact of the then proposed factory outlet stores was prepared by JRH Transportation Engineering dated December 4, 1996. This report entitled "Factory Outlet Stores Traffic Impact Analysis" updated some portions of the Kittelson report and provided detailed information about traffic impacts in the North Commercial Area. It has been utilized in the development of the current plan. This report is available at City Hall. (Editor's Note: see LUBA decision re: Outlet Mall traffic impacts.)
A report of traffic impact of the Fred Meyer Commercial Center was completed on August 15, 1997 and again this work updated the Kittelson Plan and provided detailed information about traffic impacts in the North commercial Area. This report, "Fred Meyer Commercial Center Traffic Impact Analysis" is available for review at City Hall.
The three aforementioned plans were used as data sources for the current draft Transportation Systems Plan. An updated transportation model has been prepared by Lane Council of Governments. The completion of the report detailing the results of the model is awaiting the final Planning Commission determinations related to testimony received at their public hearings. Copies of the final report on the model results will be available to the City Council at least 20 days prior to their hearing on the TSP scheduled for August 17.
Discussions and meetings were held in 1997/98 between the City and state agencies regarding the Fred Meyer and Outlet Mall applications. Discussion included need for a local street network, access control, level of service, signalization, and land uses along Highway 101. Public information from those meetings and discussions were also relied upon.
The transportation plan for the City of Florence continues to be a dynamic document and revisions are made for decisions taking place simultaneously with the Comprehensive Plan. We will be pleased to provide the reports mentioned in this letter and our Planning Commission minutes and records of meetings are also available upon request.
